NIAAA Tier’s of Effectiveness

 

Tier I:  Evidence of Effectiveness Among College Students:  Examples include combining cognitive-behavioral skills with norms clarification and motivational enhancement, brief motivational enhancement, challenging alcohol expectancies.

 

Tier II:  Evidence of Success with General Populations that Could be Applied to College Environments:  Examples include increased publicity, implementation and enforcement of laws/policies, restrictions on alcohol outlet density, increased prices and taxes on alcohol, responsible beverage service and campus/community coalitions.

 

Tier III:  Evidence of Logical and Theoretical Promise, but Require More Comprehensive Evaluation:  An example is adopting campus-based policies to reduce high-risk alcohol use.

 

Tier IV:  Evidence of Ineffectiveness:  Examples include information knowledge-based or value clarification when used alone and providing BAC feedback when used alone.

Environmental Management Model of Prevention

 

The NDHECSAP has adopted an environmental management approach, which is research supported b the Department of Education, as a comprehensive strategy for substance abuse prevention.  The following environmental strategies are best practices in North Dakota.

 

· Alcohol Free Options:  Offer and promote social, recreational, extracurricular, and public service options that do not include alcohol and other drugs;

· Normative Environment:  Create a social, academic, and residential environment that supports health-promoting norms;

· Availability of Alcohol (and Other Drugs):  Restrict marketing and promotion of alcoholic beverages both on and off campus;

· Marketing and Promotion of Alcohol:  Restrict marketing and promotion of alcoholic beverages both on and off campus;

· Policy Development and Law Enforcement:  Develop and enforce campus policies and local, state and federal laws;

· Other areas of strategic Intervention Include: Campus task forces, campus and community coalitions, grant funding opportunities and research.
