The foregoing letter is in the nature of an ultimatum to the Finnish High Command concerning the repatriation of prisoners, returning of a German hospital unit and cease fire orders. See especially paragraph 3 of the letter, "The local German Commander in the territory Kemi-Tornio has taken 300 hostages up to now. I reserve the right to take further hostages."

The situation in the area of Kemi-Tornio has become increasingly tense.

The Finnish hostilities can only be made up for if the demands;

1) Release of all prisoners in Kemi-Tornio,

2) Giving back of the German hospital in Tornio,

3) Transit of the German hospital train to Sweden,

4) Stopping of combat action, as well as my demands made with letter number 3448/44 secret of 1 Oct. 44 are not by 2 Oct. at 1200 hours.

The local German Hqs. Authority in the area Kemi-tornio has taken 300 hostages up to now. I reserve the right to allow the arrest of further hostages.

Since the situation of my Army is more endangered in the [rear] of the German units than in enemy territory, through the presence of Finnish troops endured up to now. I am for[-]ced to consider the whole territory of the 20th (mountain) Army as enemy territory from 2 Oct. 1600 hours and thus to act, if the Finnish military command has not met my demands unequivocally by 2 Oct., 1200 hours.
