University Council Minutes
May 5, 2003

1.

The meeting began at 3:11 p.m. on Monday, May 5, 2003 in the Memorial Union Ballroom. President Kupchella and Jan Goodwin presided.

2.

President Kupchella announced that the University Council meets once per semester and has delegated most of its powers to the University Senate.

President Kupchella announced that the budget approved by the North Dakota Legislature has now been reduced by $1.8 million for the University with an additional $600,000 being reduced from the Medical School budget; however, the Medical School will receive a one-time payment of $395,000 for this biennium.

President Kupchella stated that the following Legislative initiatives affected UND:

Center for Innovation

Wellness Center
Athletic Center

President Kupchella announced that the 14.85% proposed tuition increase is now projected to be between 16%-17% in order to make up for the legislative budget reduction. This is being done in order to continue to bring UND faculty salaries in line with peer institutions.

President Kupchella announced that the University hopes to begin naming Centers of Excellence as early as June of 2003. Peter Alfonso stated that funds would not be diverted to these Centers, as there is currently no funding set aside for Centers of Excellence; however, new funds could be directed to the Centers.

President Kupchella stated that the University is projecting a Fall 2003 enrollment of 13,200, which will be a record enrollment at UND. It is projected that we will be 200 beds short provided the deal to purchase the Road King Motel is finalized. This estimate includes housing applications through May 1. The facilities report is nearly complete and initial results indicate that UND has the facilities to accommodate 14,000 students on campus.

The President used O'Kelley Hall as an example of a building that needs to be renovated so as to maximize the available space. The President announced that the University community would be attending harassment awareness training sessions with dates to be announced in the near future.

A method for subordinates to review administrators at the vice president and dean levels will be implemented in the Fall.

University Senate Chair Jan Goodwin announced that the University Senate Chair would now co-chair the University Council meetings with the President. University Chair Goodwin then delivered a PowerPoint presentation outlining the work of the University Senate during the 2002-2003 academic year. Highlights of the presentation included:

Revised incomplete grade policies
Revised re-admission policy
New University teaching evaluation form
Newly developed admission standards
Streamlining curriculum process (in progress)
Developed a procedure for waiving the faculty resignation deadline
Guidelines for faculty engaged in employment controversy
Revised copyright policy
Updated Code of Student Life, section 2
Revised University Constitution
Faculty Handbook update
University Senate composition
    Inclusion of:
        3 members of Staff Senate
        Vice Presidents holding academic rank
        Increase in faculty presence
        14 student members

University Senator Tom Petros summarized the proposed UND Policy on Teaching Evaluation. The President must review the proposal at which time he will either approve or disapprove the document.

President Kupchella invited questions or comments from the University Council members and others in attendance.
