BIOGRAPHICAL SKETCH
James William Wold was born in Minneapolis , Minnesota , on April 18, 1932 to Peter and Hulda Christine ( nee Olson) Wold. Peter, a native of Lillehammer , Norway , immigrated to the United States in the summer of 1923 and farmed briefly in North Dakota before permanently relocating his family to Minneapolis , Minnesota . Hulda Christine, an American by birth, was originally from Colfax , Wisconsin . As a teenager, Wold attended Minneapolis South High School for two years before transferring to Hillcrest Academy in Fergus Falls , Minnesota . While studying at Hillcrest Academy , he became acquainted with Joan (“JoAnne”) Abigael Norheim, a fellow student who would later become his wife. Following graduation from Hillcrest Academy in 1949, he attended Augsburg College for one academic year.
In 1951, Wold enlisted in the United States Air Force wherein he attended the Russian Language Program at Syracuse University . After the language studies were completed, in August of 1952, Wold entered the Aviation Cadet Program. He received his aeronautical instruction through the 3505th Pilot Training Wing at Greenville Air Force Base located in Mississippi . On September 16, 1953 , Wold received his commission with the rank of Second Lieutenant and the rating of Pilot. Less than a week after being commissioned, Wold married JoAnne in Pasadena , California .
As a result of being newly commissioned, Wold was briefly stationed at Mather Air Force Base in California , followed by another short assignment at Shaw Air Force Base located in South Carolina , where he flew the RB-45C reconnaissance aircraft. Once Wold became familiar with the new aircraft, he relocated to RAF Sculthorpe in the United Kingdom , where he flew missions with the 19th Tactical Reconnaissance Squadron from May 1954 to June 1956. Following the completion of this placement, the Air Force assigned Wold to study mechanical engineering at the University of Michigan , Ann Arbor . Wold completed his bachelor's degree in two years, graduating in August 1958, whereupon he entered service with the 9th Bombardment Wing at Mountain Home Air Force Base in Idaho where he remained until 1961.
Thereafter, Wold was assigned to March Air Force Base in California to serve on staff, Headquarters, 15th Air Force. During Wold's various assignments worldwide, his four children were born – daughter Christine Annette (at Norton Air Force Base, California ), son Kevin Daniel (in the United Kingdom ), daughter Lisa Karen (while studying at the University of Michigan ), and daughter Holly Susan (at Mountain Home Air Force Base). Following completion of his headquarters assignment in May of 1964, Wold was once again assigned to study engineering. Wold's second stint in the engineering field occurred while studying at the Air Force Institute of Technology located at Wright-Patterson Air Force Base in Ohio where he would complete his Master of Science degree in March, 1966. The Air Force immediately utilized Wold's technical background by posting him to the Test Requirements Branch and Acquisition Test Branch, Directorate of Operations, United States Air Force Headquarters, where he remained for three years.
In July 1969, Wold was deployed to South Vietnam , where he served as operations officer for the 6th Special Operation Squadron operating out of Pleiku. He then went on to command units at Pleiku and Da Nang air bases. While in Vietnam , Wold personally flew 241 combat missions in the A-1H attack bomber, many of them providing direct air support to American ground forces engaged in close-quarters combat with enemy guerillas. For his service in Southeast Asia , Wold received the Bronze Star, six Distinguished Flying Crosses, and sixteen Air Medals.
During the summer of 1970 and after returning from Vietnam , Wold he served one year as the chief of the Test Operations Branch and the Test Support Division at Strategic Air Command Headquarters, Offutt Air Force Base located in Nebraska . Thereafter, Wold worked in the Pentagon where he was assigned to the Air Force's Deputy Chief of Staff for Personnel handling colonel assignments, earning a Legion of Merit in the process. In August of 1974, Wold attended the Defense Language Institute and the Defense Intelligence School at Anacostia Annex in Washington , D.C. in preparation for an assignment as the Defense and Air Attaché to the Soviet Union . Upon completion of Russian language training, in the summer of 1975, Wold was stationed at the United States Embassy in Moscow . After serving two years in the Soviet Union, Wold returned to the United States and settled on a 420 acre farm near Luverne , North Dakota . Wold retired from the Air Force on August 31, 1977 at the Grand Forks Air Force Base.
Shortly after retiring from the United States Air Force, Wold enrolled in courses at the University of North Dakota School of Law eventually graduating in the spring of 1981. Wold established a law practice in Luverne , North Dakota eventually securing the appointment as Griggs County State 's Attorney.
In 1994, Wold was appointed as the Deputy Assistant Secretary of Defense for POW/MIA Affairs, acting as the Director of the Defense Prisoner of War/Missing Personnel Office (hereinafter “DPMO”). The main function of the DPMO is to ensure that the United States government achieves the fullest possible accounting for POW/MIA United States servicemen. In this capacity, Wold traveled widely, meeting frequently with the families of missing service members, and coordinating investigation and remains-recovery efforts with foreign governments in Laos , Cambodia and Vietnam .
While serving as the Director of the DPMO, Wold was embroiled in the controversy over the POW/MIA issue, with many members of the public (particularly family members of the missing and numerous United States Senators and Congressmen) alleging that the government was not doing enough to repatriate lost Americans as well as claiming that there existed evidence of live Americans still being held prisoner in Southeast Asia.
After serving three years as the Director of the DPMO, Wold tendered his letter of resignation to President Bill Clinton on June 26, 1997 . Following his resignation from the DPMO, Wold returned home to Luverne , North Dakota , where he died on February 11, 2003 .
SCOPE AND CONTENT NOTE
The James Wold Papers date from 1943-2003, and are divided into eleven series as follows:
Series I: Personal History and Military Career
Box 1 , Folder 1 – Box 1 , Folder 42
This series includes Wold's career as a commissioned officer in the United States Air Force (hereinafter “USAF”) including his time as a pilot during the Vietnam War as well as personal accounts as written by Wold and his wife, JoAnne. This series is divided into six sub-series. Sub-Series A consists of personal histories written by James and JoAnne Wold as well as biographical sketches prepared by the DPMO and the USAF as well as documents related to Wold's funeral service. Sub-Series B contains Wold's awards and honors received while commissioned with the USAF. Sub-Series C consists of numerous orders, flying records and documents relating to seminars that Wold attended during his USAF career, as well as flight maps used during Wold's service in the Vietnam conflict. Sub-Series D contains Wold's personal yearbooks and handbooks received while stationed at various USAF bases throughout the United States . Sub-Series E contains a cache of correspondence to and from Wold during his career in the USAF. Sub-Series F contains numerous USAF newspaper and magazine articles that relate to the type of plane Wold flew and his military rank.
Series II: Legal Career

These groups of documents focus on Wold's post-USAF career as he began his legal studies at the University of North Dakota School of Law as well as his successful law practice in Cooperstown , North Dakota . This series is divided into two sub-series. Sub-Series A contains documents relating to Wold's study at the University of North Dakota School of Law as well as correspondence written by and organizational bodies presided over by Wold. Sub-Series B consists of documents and materials relating to Wold's legal practice in Cooperstown , North Dakota .
Series III: Defense Prisoner of War/Missing Personnel Office

The contents of this series are centered on Wold's service as the Director of the Defense Prisoner of War/Missing Personnel Office (hereinafter “DPMO”) including materials relating to its operation as well as the organizational and personal efforts of Wold in accounting for the missing military servicemen from the more recent United States military conflicts, primarily the Vietnam War. This series is divided into nineteen sub-series. Sub-Series A contains documents regarding the creation, function and eventual reorganization of the DPMO when Wold worked as Director. Sub-Series B consists of multiple “Family Updates” wherein Wold would travel to cities throughout the United States presenting the latest recovery and repatriation information to those family members of lost POW/MIAs. Sub-Series C includes memoranda regarding the work of the DPMO including interoffice and intra-office notes and letters as well as memoranda addressed to/from other organizations regarding the DPMO. Sub-Series D contains documents received as a result of various DPMO conferences and presentations attended by Wold. Sub-Series E contains memoranda primarily from the Department of Defense addressing the concerns and functions of the DPMO. Sub-Series F includes documentation regarding various DPMO-sponsored celebrations including the National Day of Prayer and the POW/MIA Recognition Day. Sub-Series G consists of interoffice newsletters and correspondence primarily authored by Wold to staff personnel about the responsibilities of the DPMO. Sub-Series H includes the personal hand-written notes from Wold during his work as Director of the DPMO. Sub-Series I contains Wold's employment evaluation reports as completed by his staff at the DPMO including a employment and cultural survey. Sub-Series J contains documentation regarding Wold's appointment as Director of the DPMO including letters of congratulation written by many high-ranking individuals, Wolds ' honors in relation to his post as well as the documents relating to his eventual resignation from the DPMO in June 26, 1997 . Sub-Series K includes media responses and various other reactions and responses from others regarding the DPMO. Sub-Series L contains the weekly unclassified reports that were issued to Wold in preparation of his duties as Director of the DPMO. Sub-Series M consists of those documents relating to the formation, function and results of the Joint Task Force – Full Accounting, a joint task force of numerous Department of Defense (hereinafter “DoD”) agencies centered on the recovery efforts of missing United States service personnel, of which Wold was a important member. Sub-Series N contains materials relating to the Central Identification Laboratory – Hawaii (hereinafter “CILHI”) dealing with the scientific identification process of repatriated POW/MIAs. Sub-Series O consists of the documents and materials acquired by Wold as a result of his numerous trips and Presidential Delegations to, among others, Vietnam , Cambodia and Laos as part of a team charged with extending ties to foreign countries to upgrade the POW/MIA recovery efforts. Sub-Series P contains many of Wold's talking points and meeting notes from his appointment as Director of the DPMO. Sub-Series Q includes materials relating to Wold's visit to military establishments primarily located in the United States as part of his employment with the DPMO. Sub-Series R includes informational packets related to the Senior Executive Service APEX Orientation Program which Wold attended as a consequence of his appointment as Director of the DPMO. Sub-Series S includes invitations and personal salutations from many foreign dignitaries throughout the world including Vietnam , Cambodia , Laos and Russia .
Series IV: POW/MIA Organizations

The contents of this series illustrate the depth of commitment that the DPMO and Wold exemplified in working with various other POW/MIA organizations in an attempt to account for missing servicemen, including memoranda between the DPMO and many such organizations. This series is divided into four sub-series. Sub-Series A contains memoranda and other documents relating to Wold's work with the National League of Families (hereinafter “NLF”) and the contents include memoranda to/from Wold to the Director of the NLF as well as memoranda suggesting ideas for the DPMO to implement in its POW/MIA recovery efforts. Sub-Series B includes documents and materials in association to the American Legion including letters and memoranda about POW/MIA issues affecting specific posts of the American Legion. Sub-Series C consists of the DPMO's dealings with various Korean War POW/MIA groups concerned about the repatriation of Korean War soldiers previously unaccounted for with a strong emphasis on Wold's personal dealings with those organizations. Sub-Series D contains documents and correspondence with other POW/MIA organizational groups regarding issues surrounding the Vietnam War recovery efforts of the DPMO.
Series V: Legislative Documents and Materials

Wold had many dealings with the legislative branch during his time as the Director of DPMO and this series contains documents such as correspondence with various national and regional legislators as well as testimony and committee reports regarding the search for and recovery of POW/MIAs. This series is divided into nine sub-series. Sub-Series A contains Congressional documentation regarding the testimony and hearings held before the Senate Select Committee, including testimony from Wold regarding POW/MIA recovery efforts in Indochina . Sub-Series B contains Congressional documentation regarding the testimony and hearings held before the Foreign Relations Committee, including testimony and responses to the hearings by Wold. Sub-Series C contains Congressional documentation regarding the testimony and hearings held before the Military Personnel Subcommittee, including testimony from Wold regarding POW/MIA recovery efforts in Vietnam , Laos and Cambodia . Sub-Series D contains memoranda and correspondence between Senator Robert “Bob” Smith, a New Jersey state Senator and Wold as well as other correspondence directed at others. Sub-Series E contains memoranda and correspondence between California Congressman Robert Dornan, Congressman from California , and Wold as well as other correspondence directed at others within the United States government. Sub-Series F includes correspondence primarily between Wold and other members of Congress and President Bill Clinton. Sub-Series G contains correspondence between Wold and North Dakota Congressmen and Senators including Senator Kent Conrad, Senator Byron Dorgan and Congressman Earl Pomeroy. Sub-Series H contains Congressional initiatives regarding many POW/MIA issues including more emphasis on joint recovery efforts with the countries of Indochina . Sub-Series I contains Vietnam-specific Congressional legislative efforts focusing primarily on recovery efforts from the Vietnam War.
Series VI: Russia and the United States – Russian Joint Commission

The contents of this series consist of Wold's professional involvement with Russia in the recovery of POW/MIAs primarily from the Vietnam War with a special focus on the United States – Russian Joint Commission (hereinafter “USRJC”). This series is divided into five sub-series. Sub-Series A contains documents regarding POW/MIA efforts and information with Russia . Sub-Series B consists of the creation, functions and responsibilities of the United States-Russian Joint Commission and the role which Wold played in that organization. Sub-Series C includes memoranda, documentation, presentation materials, reports and meeting notes as assembled by Wold. Sub-Series D consists of the response of the Unites States government as it relates to the USRJC. Sub-Series E includes correspondence about the USRJC from many in the United States government as well as United States Ambassador to Russia , Malcolm Toon.
Series VII: Correspondence

The correspondence between Wold and scores of people and organizations are contained in this series including those to families of missing servicemen as well as national leaders from the United States and foreign nations abroad. This series is divided into six sub-series. Sub-Series A contains correspondence primarily between Wold and dozens of POW/MIA families about individualized recovery efforts. Sub-Series B contains correspondence between numerous federal executive agencies as they relate to the POW/MIA recovery efforts of the United States . Sub-Series C contains correspondence to/from Wold focused primarily on the status of POW/MIA repatriation efforts in Vietnam and Laos . Sub-Series D contains correspondence between Wold and foreign dignitaries from Slovakia , Poland and other nations. Sub-Series E includes correspondence between Wold and American military leaders, primarily from the United States Air Force. Sub-Series F contains miscellaneous e-mail correspondence to/from Wold during his tenure as Director of the DPMO.
Series VIII: POW/MIA Reports and Media Documents

The contents of this series primarily cover the media response to the issues that Wold was encountering on a daily basis including critiques of the DPMO and the POW/MIA recovery efforts. This series is divided into six sub-series. Sub-Series A contains the reports and memoranda issued by American governmental agencies and other private entities about the POW/MIA recovery efforts of the United States government. Sub-Series B contains reports and media materials about various subjects such as China , Belarus , the Cold War and Desert Storm, among others. Sub-Series C contains information regarding Vietnam including the efforts to establish more normalized diplomatic relations with Vietnam which would aid in the joint recovery efforts of unaccounted-for Americans. Sub-Series D contains information on Laos and the media reaction to the recovery efforts established therein. Sub-Series E contains information on Cambodia and the media reaction to the recovery efforts established therein. Sub-Series F contains information on Korea and the media reaction to the recovery efforts established therein.

The contents of this series primarily span the career of Wold during his time as a pilot and later Brig. Gen. in the USAF, his years while attending the University of North Dakota School of Law and his tenure as DASD during which time he served as the Director of the DPMO. Sub-Series A contains photographs from the military career of Wold including photographs taken from his airplane during the Vietnam conflict as well as those taken later in his military career. Sub-Series B contains photographs from Wold's three year stint as a law student at the University of North Dakota School of Law. Sub-Series C consists of photographs relating to Wold's work as the Director of the DPMO including trips/delegations to Vietnam , Laos and other locations to further the POW/MIA repatriation efforts of the United States .
